Neuroshima Hex 3.0 Vegas

Vegas felt the effects of the war much less than most US cities and is one of the few surviving centers of civilization where one can live at a somewhat higher standard than most of the devastated continent.
For years, crowds have flocked to the city seeking entertainment and semblances of normal life. Over time, Vegas also became a mecca for all sorts of shady characters who sensed opportunities to get rich. Today everyone knows that in Vegas you can get anything you want if you pay the right price. Vegas’s strength lies not in a strong army or heavy weapons but in wealth, machine programming skills, and manipulating people.
Vegas’s advantage is the broad ability to cross opponents’ plans and use their own forces against them via the Staff trait and Agitators. Another advantage is the army’s high mobility.
The downside is the small number and low initiative of its own soldiers.
