Two players face off in an asymmetric skirmish for control over five districts. Will the Rebellion realize its plans and overthrow the regime? Will the Empire crush the resistance, thus strengthening its rule? The revolution is about to begin.
Few remember when the Empire’s rule began, and some say it never ends because all resistance is futile. However, no one prepared for the rebellion as carefully as the Rebellion; its members secretly planned, gathered information, and sowed seeds of anarchy in the districts. However, the Empire has overwhelming superiority and intends to suppress the uprising with full force.

Quick rules version:
The Rebellion chooses two adjacent districts, marking them with an area of operations token. The Rebellion player places this token between the chosen districts.
The Rebellion chooses three cards from hand and places them before the area of operations token. Two must be played face down, one face up.
The Empire defends the district and now performs two actions. First, it chooses one power token and performs its action, flipping it to the used side; then repeats the steps with the second available power token.
The Rebellion decides where to assign the remaining cards still before the area of operations token.
End of round: The Rebellion checks if it liberated the districts. If all Empire power tokens are flipped to the used side, the Empire flips them back to available. The Rebellion draws three new cards.
