Be the designer
Life in a big city doesn’t have to be noisy and uncomfortable. Parks and lakes can be located next to factories and shopping centers. It’s a pity many metropolises don’t value this. Maybe it’s time to design and build your own city, or at least one of its districts? Will you succeed? Well, that will be decided by the residents themselves.
Beginnings
Before playing, place the Population board in the center of the table to track your victory points. Divide the Building tiles into three stacks A, B, and C, then take 7 tiles from the top of stack A and place them on the Market board, creating the Real Estate Market. Next to the Market board, place 4 Factory, City Park, and Suburb tiles each. Each player draws 1 District board and randomly draws 1 Goal token. Place 3 starting tiles on the middle notch of each District board.
Development
During each turn, you perform 4 actions, the first being placing 1 Building tile or 1 Investment marker. You can choose from tiles on the Real Estate Market and basic tiles (Factories, Suburbs, City Parks). Taking a tile from the Real Estate Market requires paying its cost, then placing it adjacent to at least 1 tile in your District, resolving its effect and the effects of previously placed tiles. Each subsequent action accelerates your development.
Flourishing
Placing additional tiles requires balancing between gained Reputation and spent resources—these two factors determine how many people settle in your District. If you run out of money, choose a Lake tile; if you want to resolve a tile’s effect again, place an Investment marker on it and pay its cost again. Remember, all your efforts should focus on Population points, as only they matter at the end of the game.
